when unplugging the speedomiter on 89 turbo trans am will the overdrive kick in and will the transmision work properly

As for history on 1240; Bo (trading t/a) over at turbobuick.com used to own it until 2009 since then been in New York then sold last year on ebay to Florida with 87k miles on it. And it's a t-top / leather combo

You will however, throw the check engine light on.
The ECM looks at the VSS, but I'm not sure if it uses any of that data in fuel trims or timing but I think it's one of the flags set to lock the torque convertor. But it will lock without the VSS input.
EDIT: Meaning, that there are several things(flags) that need to be in place to lock the convertor. Engine at operating temp, brake switch open, 3rd gear or 4rth gear switch made and over a certain MPH.
I surely hope that your question isn't to keep your odometer down
