Steering Wheel Buttons

My steering wheel radio control buttons work most of the time, but sometimes do not. They either all work, or all do not work. My mechanic popped the button panel off, and soldered something that was loose. It didn't help. Now he thinks it needs a new clockspring. Any advice would be greatly appreciated!
