AC Control Panal Vacuum Leak

I recently purchased car #545. It's a great car with a few problems, the first of which I will attempt to describe. There is an obvious vacuum leak at the AC control panal in the dash. This is most noticable when the unit is in the "OFF" position, however, it leaks at other settings also. I removed the AC control head and found that the vacuum control valve was the source of the leak. I replaced the valve with a new one; leak is still present. I then compaired the color code of the vacuum hoses with the diagram in the 1989 Pontiac Shop Manual. Three of the five hoses, red, orange and purple (source I believe) are in the wrong position according to the diagram. Several electrical wires in the area have been spliced indicating that some work has been done in the area in the past. All of the electrical proceeses appear to work properly. Is the vacuum hose routing different for the Turbo Car? Any suggestions would be greatly appreciated as the leak is both annoying and probably the source of some other problems including an inoperative Cruise Control.
