I hope you didn't turn the ignition on with the IAC motor out and still plugged in? If so it's probably hyper extended and can't be retracted. They are a fragile little stepper motor.
If not there is an IAC reset procedure that I don't recall off the top of my head, but it goes something like this; Unplug the IAC connector and turn the key to run(not started) for 5 seconds and then key off and reconnect the IAC connector and start the car. This forces the ECM to reset the extended and retracted position.
Warmed up the IAC could be as low as 10 and as high 40 or so. You'll also need to drive the car for 15 minutes to re-learn the ECM. Check the IAC counts after this.
