Back in 1994 mine ran 12.92 @ 108mph. Only mod was a K&N, gutted cat, and race gas. Was even running the stock gatorbacks spinning. 1.9 60ft.
 
With a factory,all stock,meaning original chip,through an original airbox,stock boost of 16.5. I'd be surprised to see it rip off a 13.5 ish quarter on a sub 2.0 60 ft.

I would expect it run closer to a flat 14 on "today's " pump gas and radials.

I think this answer more depends on what the owner thinks is "stock"
 
had a STOCK brand new in 89 with a few hundred miles on it.. 13.3s but I forget the mph.. guy made 3 runs on it that day and hasn't been moved sense !!!!!
 
High Performance Pontiac did a best of 13.98 @ 98.90 mph and did a test with some bolt on mod that turned a best of 13.22 @ 105 mph.

Looks like MT ran a 14 flat. Road and Track did a 13.9 @ 99.5 mph.
What other test are out there. These are what I have collected.

Sorry about listing these one at a time, but I had to dig'em out. Turbo Hi-tech mag did a series of 0-60s and averaged 5.15 with a best of 4.89.
That's pretty darn good in 89 IIRC. I had a 5.0 that did 0-60 in 5.3 which was awesome withe the 5spd.

I ran a 13.90,
In stock form.
The gas was what California had at the time, 91 octane.
And I am no expert. ;)

Well, I guess I should confess that my pop made the stock wastegate adjustable, so I had it set on 20psi I had a VDO wet boost gauge then, actually still using same gauge now. Stock chip, so you had to turn the boost up manually back then, shortening the rod. I had also, basically "squeezed" the stock fuel reg to increase psi, so that the fuel pressure at WOT and 20 psi of boost was around 65psi, which was prolly rich, but better than lean. I think I had race gas or octane booster and pump gas or a mixture.
 
I went 13.37 at 103 with a 2.10 60ft a few years back in a bone stock TTA (#850). On another car (#861) with some bolt ons (dump, k&n, chip, et streets, boost adjusted to 18psi) I went 12.6's, then race gas and 22psi went 11.9
