EGR vacuum line

Replaced some vacuum lines and when I got to the EGR to selonoid line. I noticed it was stopped up. Could not blow thru it, it has something metal in the end of it close to the EGR side. Is this a special hose or did somebody put some kind of a restrictor in it.
