South Bay TTA "Barn" Find
I was hoping to make TTA579 legal again today, but alas, she failed emissions.

The important numbers are as follows

Also failed the EVAP pressure test.

So... she's running rich, and just slightly too much for CA. Everything is stock, fuel pressure is normal. Other than the TT emissions chip, does anyone have any suggestions?

By the way, if you've been following my troubles, I've replaced the injectors with a stock set I picked up on turbobuick a while back. The car hasn't cooled down yet to see if I still get the start-stall issue.
 
This is a stretch being that you're in California (emissions Nazi's), but does your state have collectors or classic/historical registration and plates?? Ohio does, and the cars with those registrations & plates are exempt from e-check (Ohio's emissions check).
Not the fix you were asking for, but if you wanted to avoid it forever that's the way to go.
 
California has "historic vehicle" plates. They're good for cars 25 years old and of historic value. 2014 would be earliest I could apply for those. The limitation is that they're supposed to be restricted to to-from car events only. Can't be used for daily drivers. Though, with the number of car shows in So Cal, it wouldn't be hard to drive it every weekend that way though.
