Front seat doesn't lock in place and tilts forward when brak

Anybody else have this problem. The passenger front seat leans forward everytime I hit the brake. Seems like it should lock in place and not tilt forward unless the lever is pulled up on the back.
It really bugs me...is it suppose to lock in place or something I can do to make it lock in place?

Rob,
This is a common problem. If I am the only one in the car, I usually lock the front sholder strap in place. This reduces the movement of the seat back.

Just a little bit of resistance by the belt is enough to keep it back (within a couple of inches of movement) under hard braking.

The shoulder strap is going thru the holder, but how do you "lock" it down from moving, the seat belt that is? Or are you saying just the little bit of resistance from the belt helps keep it in place for you?
