Indy festival cars

Dose anyone know the answer to this? How were the festival cars handled in terms of sales? I ask this because I was asked by a curious admirer of my TTA at my local cruse night on Tuesday. Were they sold as used because they had been driven, or new because they were not registered or titled? People who ordered early (Oct.’88 –Feb ’89) that got the lower # cars that were more than likely festival cars, were they told they had to wait for delivery? Or were the festival cars sold later, after May 28th ’89?​

From my personal experience:
In the summer of 1990, me and Dad (who was a pontiac dealer at this time) went to a GM dealer auction in Indianapolis. He went to this sale at least every other to every week. On this weeks list of cars was 6 TTAs. I still have the booklet that they gave you upon entry. I believe that 2 were hard top cloth cars and then 3 t-top leather cars. Being young and stupid I thought that the t-top cars were the ones to get. Also, my car was the only one not missing any badges. Apparently they were either souvineers for assholes (as you could tell they'd been pried off) or they were not installed, but some had the adhesive missing the badge. Anyway, I hear that the hard top cloth cars were all festival cars, if thats the case then those that I saw were sold through dealer auctions, and ironically at the Indy GM sale. Mine had the same miles as the others I believe, like 1800 or something. Don't know if that helps, but I saw some never titled hard top cloth cars with my own eyes.

So I take it that they were sold as used, since they were on auction?

Sold as demos, I guess kinda used. Used by factory/corporate gm people but never titled.
