NO, the badges had been getting stolen on the train cars and/or trucks during transportation so PAS sent the Badges and installation templates to the dealers along with a check for installation costs. Some dealers just didn't bother to contact the new owners to come in and have them installed or install them before the sale.
 
Here's a pic if my original TTA back in 89 not long after I bought it. No turbo emblems, they were delivered to the dealer a few months later and installed on one of my many return visits.

Thanks for the comments on my car. And I didn't know about the real story behind the fender emblems. I had read somewhere that gm had ran out, but with the very few I've ever seen like mine it makes sense.
 
Yeah, I remember that back when I got mine at a Pontiac dealer auto auction from a lot of about 8 or so that mine was the only one with all of the badges. I passed on a few hardtop cloth hardtop/leather tta's cause it's badges were missing and I thought t-tops were cool. Oh,what a mistake! But in the summer of 1990 no one had production number info.

There's GM dealer info that actually said they ran out ... however they were also stolen or that was the real reason possibly and GM did not want to say so.
 
I just purchased TTA 826, I've been looking for a TTA for a long time now, just never found the right car, this car was local to me and was actually nicer than the pics on eBay showed, this is my first turbo car, I had no idea how fast these things are especially growing up with a 5.0 Mustang back in the day. I look forward to learning more about these amazing cars.
 
Congratulations and welcome to the forum. It did seem like a really nice car with extra's that you dont get most of the time when you purchase a TTA. Looked clean in the pictures-it caught my eye because it reminds me of mine with no decals, although I have the "Turbo" emblems.:)
 
Sure does make the owners kit more complete if they are still in it. And also nice to buy a TTA and get the owners kit! Nice TTA!!
