Doesnt appear to be stock...Looks stainless also. Is it stock? Who made it?

not stock, I'm going to guess an ATR pipe or some other mass produced downpipe because the TIG weld towards the bottom looks like it was done by machine but the weld on the tab looks like a MIG weld.
